Designing leave accrual policies that survive contact with payroll

A leave policy defines types (commonly casual, sick and earned leave), how each accrues over the year, whether balances carry forward, and what encashes at exit. Good policies are enforced transactionally by software — balances deduct atomically on approval, and unpaid excess flows into Loss of Pay.

The Indian CL/SL/EL convention

Most Indian companies run three types: casual leave for short personal needs, sick leave for illness, earned (privilege) leave that accrues with service, carries forward within limits, and encashes at exit per shops-and-establishments norms of their state.

Accrual and the edge cases

Policies must answer: when does leave credit (monthly, quarterly, annually)? Is it prorated for joiners? What happens to negative balances? Does unused CL lapse? Ambiguity in any of these becomes an HR dispute — encode the answers.
